September 3, 1977 THE first budget of West Bengal's Left Front government shows a marked concern for additional resource mobilisation. During the last seven months of 1977-78 alone it intends to raise Rs 25 crores in additional revenue against Rs 10.60 crores proposed for the whole of last year in the last bud- get. The state finance minister, Ashok Mitra, has presumably acted on the proposition that there is no more important precondition for stepping up investment or speeding up development than larger savings.
