 Cement Gingerly As Ever IT is nearly a month since the first news came through that the commerce ministry of the Janata government had asked the State Trading Corporation to stagger the export commitments in respect of cement for this year. Yet, even now, there is uncertainty about when the ban on exports is to become effective. The intention in de, elding not to execute the export orders was said to be the acute internal shortage of cement. This shortage is the result primarily of inadequate cement manufacturing capacity within the country. It has, no doubt been aggravated by the power shortage, which has been particularly acute in the South where much of the cement is produced. But what is far more disturbing is that, even were the power shortage to be taken care of
