Changing Politics of Consensus Romesh Thapar OBVIOUSLY the Janata party is still unclear about the exact thrust of its programme. The budgeting of II M Patcl is neat, but not indicative of any change of course. Actually, the party needs more time to test its ideas about 'Gandhian Socialism' and to create a workable consensus among its disparate elements, The Finance Minister seems to bo content with simplifying the tax structure and the procedures. Few realise that these are major harassment points of the omnipresent State, and naturally critical points of corruption.
