In the Same Mould THE massive mandate that the Janata party received in the March Lok Sabha elections was not, the finance minister emphasised in his budget speech on Friday, just a vote against authoritarianism. According to him, it was a manifestation of the people's desire, ''for a reorientation and reshaping of our economic policies so as to bring about speedy elimination of poverty and destitution". The finance minister has claimed that the budget for 1977-78 "represents the first step, however small", in the direction of such a reorientation and reshaping of economic policies. Does it, indeed?
