compared to what the new leadership seems to be contemplating, should attempt to build productive assets, particularly those which would help increase the output of food and other wage goods, have not succeeded in any significant measure. Going by that experience, whatever remains of the Plan after providing for the works programme will have to be directed principally towards expanding the output of such goods. So the promised review and adjustment of the Plan will have to be far more thoroughgoing than is being envisaged in recent reports on the subject.
