ANDHRA PRADESH Ominous Silence on Killings THE silence maintained by the Andhra Pradesh government and by the Centre, over the report of the Civil Rights (Tarkunde) Committee on 'encounter' deaths of Naxalites in the state is indeed ominous. The committee had recommended a commission of enquiry with assurance of full protection to those willing to give evidence on the so-called encounter deaths. The few cases the committee could investigate have proved the so-called encounters to be cold-blooded killings, carried out ruthlessly as part of the war against Naxalites.
