NEW DELHI Bokaro without Soviet Help B M THE decision to take out the construction of the cold rolling complex from the ambit of Indo-Soviet collaboration on the Bokaro steel project became public after the new Janata government was formed. But initiative in this direction had been taken in the Steel and Heavy Industry Ministries much earlier. No political significance should there- lore be seen in this as some of the Soviet spokesmen have themselves been keen to stress. Its implications are entirely of economic significance.
