Breathing Life into Primary Education A RECENT development in the educational establishment is the admission that national efforts at mass education have not borne fruit. This self- searching comes 16 years after the Constitutional deadline of 1960, fixed for the achievement of universal free and compulsory education up to the age of 14. Its immediate cause is the slash in the allocation of funds for primary education in the Fifth Plan, from the draft Plan's Rs 743 crores to Rs 410 crores. It is now up to the education departments at the Centre and in the states to find out what went wrong.
