FRANCE-Communism without Dictatorship of the Proletariat

Communism without Dictatorship of the Proletariat FOR the past two months, in preparation for the 22nd Congress of the French Communist Party from February 4 to 8, the draft for the Congress document has been under discussion in the lower echelons of the party organisation _ the cells, sections and federations,* The document is a landmark in the party's history. Neither a resolution (which fixes the tasks of the party for the immediate future) nor a thesis (whereby the party defines for its own guidance an aspect of its political theory), it has for its objective the reaffirmation of party strategy and the definition of socialism aux couleurs de la France, the watchword of the French communists. As such it is an elaboration in certain respects of the Cham- pigny Manifesto, which formulated the essential aspects of party strategy approved by the 19th Congress in 1969 and applied thereafter. The experience of the past seven years which witnessed the coneretisation of left unity in the form of a common programme of government, signed by the communists, socialists and left radicals (June 1972), and the near-victory of the left's candidate in the presidential elections of May 1974 (49.3 per cent of the votes), has been incorporated in the present document to define the 'democratic path of socialism'.
