The Human Fail-Out Kalyan Chaudhuri THE Calcutta Metropolitan Development Authority has recently put out a 195-page cyclostyled survey report on the pavement-dwellers of Calcutta. The survey has been conducted by a team of 56 social workers. It accepts the fact that there were 48,802 pavement-dwellers in the city in 1971 according to the census report. The individual census slips for the pavement-dwellers were not made available for selecting a statistical sample to the surveyors by the census authorities; and it is perhaps next to impossible even if these were available to identify the pavement-dwel- with the slips.
