The developed countries are strongly opposed to any restriction on their freedom to explore and exploit the resources. On the other hand, the developing countries are in favour of some strong machinery with powers to explore and exploit the sea-bed resources. This, according to them, is the best way to preserve the common heritage for the benefit of everybody and exploit its resources in the interests of all mankind.
