But because of the conflicting interests between the developed and the developing countries the conference is expected to yield no significant solution, The main differences between them relate to the mechanism that would regulate the exploration and exploitation of sea wealth. The developed countries are strongly opposed to any restriction on their freedom to explore and exploit the resources. On the other hand, the developing countries are in favour of some strong machinery with powers to explore and exploit the sea-bed resources. This, according to them, is the best way to preserve the common heritage for the benefit of everybody and exploit its resources in the interests of all mankind.
