Sugar- Futile Incentives

WHEN Kerala's Finance Minister pre- vented his Budget for 1976-77, he had mentioned that in formulating his proposals he had taken into account the likely impact of the recommendations of the Gulati Committee on Commodity Taxation. Now it has been announced that the Committee has submitted its final report to the state government The Chief Minister gave the Press a short summary of the Committee's report on June 10, but the report itself was not released. Nor was any date given for its release. No useful public discussion can take place on the report unless the rationale of the Committee's recommendations is fully known.
