Growth-Oriented Budget An Analysis of Major Suggestions THIS is no budget forecast. if anything, it is an analysis of the various forecasts, pleas and suggestions, in- rinding those put forth by men in authority, for budget changes. The Fin- ance Minister himself has been speaking of a growth-oriented budget, though, to be fair to him, ho has been at the same time cautioning that inflation has to be guarded against Naturally, all, or most of the suggestions for changes in fiscal policy claim to give impetus to growth. If these suggestions do not al- ways add up. but conflict with one ghother, it is not necessarily because some of those making these suggestions ire not genuinely interested in growth, but because, as will become clear from pur analysis of the various suggestions urrently being touted, different people view growth itself differently.
