period of sharp decline as US troops were withdrawn from Vietnam, servicemen were provided higher levels of compensation, and the armed forces were substantially cut in size. In 1971 fewer than 100,000 men were conscripted, and in 1972 the total dropped to 50,000. Following the signing of the Indochina peace accords in early 1973, the Defence Department suspended all further draft calls and the armed forces shifted to an all-voluntary recruitment.
