THE results of the first countrywide agricultural census were formally presented to the Union' Minister for Food and Agriculture some days back. At the function, Jagjivan Ram underscored the "vital importance of statistics to plan-ners and policy-makers in their efforts to boost agricultural production". True, of course; but, alas, statistics cannot generate the forces required to imple-ment the policies and plans designed on their basis. Otherwise much more would have changed much earlier.
