Workers Participation in Management
UNION Minister for Labour Baghunath lleddy is reported, to have claimed that his recently announced scheme for workers' participation in management has a 'revolutionary aspect', He evi-dently leans heavily on the proverbial shortness of public memory, and be-lieves that not many would recall that the country and government had offi-cially adopted, almost two decades ago, workers* participation in management as a specific objective in the field of industry and labour. This was expli-citly stated in the Industrial Policy Re-solution of April 1956, while the Second Five-Year Plan document had declared that "for the successful implementation of the Plan, increased association of labour with management is neces-sary ..." and had gone on to indicate the benefits to be expected from it as also the manner in which such associa-tion of labour with management would be achieved.
