Kissinger in Peking A Correspondent writes: THE super-power concept has come to occupy a central position in Chinese thinking. The Chinese do not make any distinction between the two superpowers. China's foreign policy-makers aim to try and play the US' and the Soviet Union against each other. This has been their policy since the beginning of the seventies, but recent developments suggest that the initial advantages of this game are perhaps running out. There is a deadlock in China-US relations.
