Foreign Participation in Research Projects THE 167th Report of the Public Accounts Committee of Parliament on Foreign Participation or Collaboration in Research Projects in India reveals trie extent of penetration into the country by foreign powers to serve their global military interests. The projects covered by the PACs investigations are the Genetic Control of Mosquitoes Unit (GCMU), Bird Migration Study, and the Ultra Low Volume (ULV) Spray Project at Jodhpur and Pesticide Research at the Pantnagar Agricultural University. On the face of it, the first two projects involve basic research on mosquitoes and the migratory habits of birds, while the last is directed at evolving more sophisticated techniques of dispersing pesticides. The projects came into existence variously between 1907 and 1969, The projects share four common features; (1) In all cases, the research was funded by the US Department of Defence directly and/or by US civilian institutions with military connections.
