Here then was a politician who had sprung from the common people, who in his personal life remained true to his origins all through, who wielded enormous political power, but who persistently abdicated his responsibility to use that power for the good of the masses. It is a tribute to Kamaraj's personal sincerity and a reflection of the highly personalised, non-ideological style of so much of our politics that, despite this, people regarded him as their man to the end. But that only throws into sharper focus the tragedy of Kamaraj, R S Ganapathy writes : THE gap between demand and supply of petroleum products has been widening rapidly even after the restrictions arising out of the 1973 oil 'crisis'. The search for oil has been intensified recently and the Oil and "Natural Gas Commission has embarked upon an intensive programme of offshore exploration. The inland geological structures do not hold much promise but the offshore potential appears quite considerable. With foreign technical collaboration, Bombay High, the coasts off West Bengal, Kutch and the Cauvery delta are being explored. Several drilling rigs, other equipment and a seismic survey ship have been acquired. The total outlay for ONGC in the Fifth Plan is Rs 624 crores.
