No less important is the second phase of surplus extraction of the financial revenues of the producers (currently running at $ 80 billion) which are now being re-cycled by the large transnational banks due to the producers' incapacity to harness these highly volatile financial resources. The bagatelle that is sprinkled on. the gambling tables in Reno, Las Vegas and Monte Carlo joined to the promethean arms purchases are merely indicative of their social structures.
