BACKWARD AREAS Not a Simple Matter of Finance THAT backward regions require .special attention has been recognised since the First Five Year Plan. But not till 1968 were concrete measures initiated to develop the backward legions or to remove regional imbalances. In November 1968, following a meeting of the Committee set up by the National Development Council, the Planning Commission set up two groups to identify the backward regions and to recommend steps to develop industry in these regions. From the Fourth Plan on the principles governing the allocation of Central assistante to the states were changed, setting apart 10 per cent of total assistance for states with per capita incomes below the national average.
