 BIHAR has been regularly hitting newspaper headlines since the start of the movement headed by Jayaprakash Narayan. Reactions to JP's movement have been either extravagantly enthusiastic or very hostile, but the enthusiasm and hostility have not been based on an analysis of the character and aims of the movement To understand JP's movement we have to understand the situation in the country in general and in Bihar in particular. The country today presents a picture of a society which has little scope left for any kind of development unless the relations of production are qualitatively changed. The most important limiting factor on agricultural and industrial development is the system itself. The economic stagnation, the widespread famine conditions even in years of good harvests, the underutiiisation of industrial capacity even when the industrial products in question are urgently needed, the mounting unemployment even when there is no dearth of natural resources which can be tapped for the benefit of the people
