Such niceties of definition are unlikely to come to the rescue of those whom the government is determined to put down. Recently, when faced with the Amnesty International's disclosure that there were between 15,000 and 20,000 political prisoners in West Bengal, the government coolly countered that the number of "political prisoners'' in the state was precisely 1,609; the rest were simply not defined as political prisoners. Only the very naive will, therefore, place their trust in the manner in which the government may at future dates and in particular cases choose to define who is a .smuggler and who is not or who is likely to act in a manner prejudicial to the conservation of the country's foreign exchange resources and who not.
