Between August and September-end something happened to agitate the mill industry. Did New Delhi sound Gujarat millowners that the ground had to be prepared for the election of the state assembly? In that event the recession cry could be viewed as a defensive action. Or was it the other way round and had the mill industry started making demands in anticipation of the elections? Thus it choked the export quota for Bengal Deshi cotton to press down cotton prices all round. By contrast in the case of sugar, the policy has been to squeeze out an exportable surplus from the domestic market, high prices notwithstanding.
