THE Stockholm International Peace Research Institute is committed to effective disarmament. The Year Books published by the Institute are a massive documentation of the arms race the world over as also a chronicle of the few weak attempts to stop it. The compilers of the Year Book under review have, as usual, done an excellent job in recording the building of arsenals, the flow of arms and the money and brain-power being devoted to developing progressively more horrific military and police weapons which can be used cheaply against unarmed civilian populations as well- New chapters have been added and the focus has been shifted to critically unstable regions like the Middle East. The facts are stunning; they need to be remembered and mulled over.
