How much the production of hybrid seeds is determined by considerations of political patronage is evident from the fact that 6 out of the 8 districts of the Vidarbha region of the state account for three-fourths of the production of hybrid jowar seeds in the state and for the bulk of hybrid bajra seeds. Against this the Western Maharashtra and Marathwada regions account for the entire output of bajra and for one- half of jowar production. The production of H-4 cotton seed is shared by the influential farmers of the Vidarbha and Marathwada regions.
