The American people lapped it all up. Quite plainly, though, there was more to Ford's action than met the eye. Forgiveness is not always compatible with candour, and the new President's preemptive decision to pardon Richard Nixon now threatens to rekindle the embers of Watergate. President Ford, by his act of pardon, has reopened the issues.
