January 12, 1974 OF the many gaps between the Punjab government's claims and achievements, that relating to the allotment of house-sites is perhaps the most glaring. An official statement released last year had said: "Conscious of the fact that housing represents one of the basic needs, the present ministry decided to implement the [site-allotment] scheme on a time-bound basis." In pursuance of the ambitious scheme, impressive ceremonies were held at Amritsar and a few other places some months ago, raising high hopes among the homeless. But the multi-million-rupee scheme remains on paper; physical possession of not even a single site has been given so far, five months after the target date.
