merit and appoint its nominee, Colonel Vasco Gonsalves, as the new prime minister on July 13, replacing Palma Carlos, a conservative lawyer. Of the 16 ministers 'appointed by Gonsalves to his cabinet, five are colonels and majors and one a captain, the rest being civilians. Such key ministries as labour, information, and interior are held by these officers, though the two Socialist politicians, Soares and Santos, retain their respective posts of foreign affairs and overseas territories. Alvaro Cunhal, the Communist leader, remains a minister without portfolio but his party colleague, Avelino Gon- salves, who was the Labour Minister in the last cabinet, has lost his job to a young officer. It is notable that despite Spinola's best efforts the new cabinet has a much more Left-wing complexion than the last one. The statements of the Armed Forces Movement, however, indicate that while the junior officers will take some radical measures they will not allow the Communist Party, which is the best organised party in Portugal, to have more than a marginal influence on policy decisions.
