FOUR by-election reverses for the Congress in quick succession; the Prime Minister forced to abandon her public meeting in Nagpur without completing her speech and later advised by the intelligence services to drop her one- day visit to Bombay for fear of unpleasant incidents; and all this in a 'safe' state like Maharashtra. It is difficult not to jump to the conclusion that the Congress is on the run. Yes, of course, it is. Politically speaking we are nearer such an appetising prospect, after all ?
