In the case of industrial products like cement or paper, their soaring prices have been the result both of long-term lack of investment and growth of capacity as well as deliberate restriction of output. Here, again, the government has proved to be totalIy helpless. No wonder, therefore, that in sharp contrast to the stock markets which were in jitters over the Ordinance about dividends, the Ordinance on wages and allowances left the commodity markets absolutely cold.
