use of unplastered walls and the tile filler-slab roof, the Department was rejecting almost the whole of the Committee's recommendations. This was not only because the roof was a major item of cost-saving. Even at present the Department constructed two or even three-storied dwellings using load- hearing masonry and not RC-frame walls; only the roof was RC-slab and, therefore, needed to he replaced. Also, if the light tile filler-slab roof were not introduced in preference to the heavy RC-slab roof some of the other crucial recommendations of the Committee, such as the use of country- burnt bricks and 4-1/2" walls would also go by default. The wall strength and thickness would need to he increased to take account of the heavy roof, and thereby the Committee's entire approach may be washed away.
