They need not wear high-heeled shoes to look tall. Pope had contempt for little men who wore high heels, India's successful 'peaceful, and 'contained, underground nuclear explosion is a classic case of a little man wearing "high heels"! It is, indeed, no more than that. It's an attempt to look "tall". But then high heels do not make yon look tall. They make you look a little ridiculous.
