The most blatant example of this was in the Hindustan Steel unit in Dur- gapur, where the Congress union continued to be officially recognised for nearly a decade notwithstanding the fact that the evidence of elections to the works committee or the plant's cooperative society indicated that it did not evoke the support of even one- fifth of the workers.
