The reaction outside the government to the World Bank's working paper on India's aid requirements is, therefore, completely off the mark. Some leftist circles have seen in the World Bank's efforts yet another assault on the government's commitment to self-reliance. This is truly ridiculous. A perusal of the working paper will show that it has been prepared in close consulta- tion and collaboration with the Government of India and its officials. The government is, if anything, extremely gratified that its efforts to convince the World Bank of the enormity of its aid requirements have been so successful and that the Batik has lent such powerful support to its own efforts to get as much aid as it can. The government's reliance on the benevolence of the World Bank and the Consortium countries is total.
