 capacity was doubled to 2 mn ingot tonnes 15 years ago, but its captive mines (not nationalised) are still capable of feeding the Jamshedpur plant for only half its present capacity. Whether the Tatas neglected the expansion of the captive coal mines or whether it was the government which prevented the expansion is a matter to be closely investigated. Similarly, SAIL has neglected coal-raising programmes for several months, though Bharat Coking Coal was placed under it. The result is that the coal mines are incapable of digging up enough coal to meet the steel plants needs.
