Some amongst them, who are organised and have staying power, refuse to accept without demur this erosion of their level of living. From then on, it is a free for all. Traders and farmers, who have the holding power, keep back the stocks of grain, which enable them to push up prices even higher. The rural poor, who have neither the stocks of grain nor staying power, suffer, and suffer quietly. Doctors and engineers and locomen and municipal workers and all the rest, who have some staying power, agitate, go on strike, interrupt output, and thus also become partly responsible for a limited rise in prices. A government which will not lift its little finger against the farmers and traders
