of 104 mn tonnes. Shortages of power and fertiliser are the important reasons advanced for the relative failure of the emergency rabi production drive. But these shortages were quite expected even at the time of launching of the rabi drive. Where the water storage in reservoirs, for irrigation and power generation as well as for recharge of ground-water, is directly affected by rainfall conditions, the failure of the monsoon was a sufficient indicator of imminent shortages on the irrigation front. Efficient management of such 'shortages' should have been the very core of the emergency production drive.
