Second, a large part of the investment in the industrial, power and transport sectors has a long gestation lag, so that the increase in output resulting from it will not be available for the larger part of the Plan period. Some of these investments could still have an impact on industrial production by creating demand tor a number of intermediate and investment goods. However, there are not many intermediate and investment goods industries that are languishing for lack of demand. Similarly, given the industrial structure, the growth of industrial production is more decisively influenced by the ups and downs in the production of industries like cotton textiles, jute textiles and sugar which, in turn, is determined by the size of the cotton, jute and sugarcane crops, respectively.
