IF the past few weeks point to anything it is that no one, not even the Prime Minister, is over-anxious to do anything which will stir things up, give the country a sense of purpose and direction. When Bahuguna, in the first flush of his chief ministership, threatens drastic action against non-starters, it is headline news; throughout the country, leadership is too tired to say even this much. We seem to have entered an era of non-governance, a psychological state conducive to the unfolding of private profit initiatives
