WHEN the setting up of a Monopolies Commission was being considered, there were many who wondered what useful role such a Commission could play in a supposedly planned, 'socialistic' economy. Hot even the sceptics conceded that a Commission with wide-ranging powers of' investigation could he a rather effective research institution. Since the government has so far chosen not to release any of its reports, it is difficult to say how far the Monopolies and Restrictive Trade Practices Commission has fulfilled this expectation. However, if the Commission's report on Hindustan Lever's proposal for manufacture of Sodium Tripolyphosphate (STPP), used in the making ol non-soapy synthetic detergents (NSD), is any guide, its contribution to the unravelling of little known truths about industry has been as dismal as that to the containment of concentration of economic power and fostering of competition
