THE gap between the tall claims of governments and their actual perfor-mance is apparent on the price frout. Shortages of essential goods have be-come acute in the last four months in the northern states and prices have soared to unprecedented levels. But the governments have done precious little, except to issue occasional statements to assure consumers that "steps would soon be taken to check the spurt".
