The proportions has continuously risen since then and, in the three years from 1969-70 to 1971 72, the governments' developmental expenditure outside of the Plan was almost as much as that within the Plan. The sharp drop in the proportion in the Budget estimates for 1972-73 is misleading since in this regard, as in many others, the governments' actual performance turns out to he quite different from declared budgetary intentions.
