The removal of these reasons essentially requires a decisive shift to the Left in the policies as well as the composition of the Central Government. This, in turn, requires the raising of the level of the gathering mass discontent to the point of a joint struggle for that national programme the outlines of which arc already in evidence and are common to the respective recommendations of the Congress, CPI, the CP(M) and other Left and democratic parties and forces. This is not going to be easily achieved and hence it is that instability will not cease simply because the rains have poured down. India is getting ready for another mighty heave forward but the fulcrum yet lacks the strength to move the mass involved.
