THERE Is an air of unreality about i the functioning of the Planning Commission these days. On the one hand the Commission is getting progressively engulfed by the talk of another Plan holiday. The Planning Minister has, of course, sought to refute such talk, but even he has had to concede publicity that the Fifth Plan may not go through in the form in which it was outlined in the Approach document and that it may be quite a task to even save the 'core' of the Plan, As for the less optimistic ones in Yojana Bhavan, they are convinced that unless the present drift in the management of the economy is ended, the planning process itself may come to an end.
