The Legislation of Austerity Romesh Thapar THE story that is going the rounds is that the Union Cabinet is now animated by discussion. The members don't quite know what to discuss or what palliatives to offer but, like a bunch of naughty boys who've been dented the right to speak up, they are talking as never before almost every evening, at 6 p m. It must be an exciting exercise, although nothing tangible seems to be emerging. That uncomfortable feeling remains with us that we are being led by people who do not understand the complex crisis that is building and who have a fatalistic faith in monsoon rains
