The big declamation of raising 15 million tonnes of additional foodgrains in the rabi season to offset the kharif shortfall has now petered out. The additional production is no longer expected to be 15 million tonnes; it is now a modest six million. For all one can prognosticate, let the season mature, and with some coaxing from the critics, the authorities might even finally concede that the extra rabi output would be contained to within 3 million tonnes. It seems pointless to indulge in bouts of ex ante dogmatism here, for the government, mostly existing at New Delhi, has little clue to what is happening around the country
