In the light of this, one is naturally driven to ask whether things would not become immensely simpler for both the Centre as well as the states if gap-filling were entrusted entirely to the agency in whose lap the ultimate responsibility is, in any case, bound to fall. Also, the Planning Commission should, at least so one hopes, be in a position to follow up its assessments of state deficits more effectively because it can tie up budgetary performance with Plan allocations and pursue the states on the .subject
