the consumption basket of the poorer sections is less import intensive as well as less capital intensive. It is however a long jump from using the model to argue this general proposition to using it to argue that, indeed, we need only Rs 3,000 crores in gross aid over the Fifth Plan or that net aid (excluding interest) will indeed be pushed down to zero in 1978-79. The model is too blunt an instrument for establishing the veracity of such fine estimates.
