NEW DELHI Drawn and Quartered SEVERAL interesting reports, obviously inspired from the right quarters with considerable skill, have appeared in newspapers recently about structural changes under way in the Yojana Bhavan. These changes are supposed to be actuated by a grand design on the part of the Commission's present leadership to restore the Commission to its old glory as the focal point of the social and economic development of the country. Changes in the allocation of work among the Members of the Commission, the creation of an elaborate machinery under the Planning Minister for monitoring and evaluation which will report directly to the Prime Minister and the induction of some managerial personalities, mainly in the new monitoring and evaluation organisation, are cited as steps calculated to revitalise the Commission.
